China says Lhasa is calm, two days after peaceful street protests in the Tibetan capital turned violent. Beijing is stepping up its efforts to blame the Dalai Lama for the riots,[link widoczny dla zalogowanych], while countries around the world are urging Chinese authorities to respond with restraint. VOA's Stephanie Ho reports from Beijing.
Video images from Lhasa on international television news channels Sunday show Chinese police in riot gear,[link widoczny dla zalogowanych], making door to door searches.
Following several days of peaceful Tibetan protests against Chinese rule in Tibet,[link widoczny dla zalogowanych], violence erupted in Lhasa last Friday. Buildings were burned to the ground, cars were set on fire and at least 10 people were killed, by official Chinese estimates.
Chinese authorities continued to level blame for the violence at what it calls "the Dalai clique," headed by Tibet's exiled spiritual leader the Dalai Lama,[link widoczny dla zalogowanych], who lives in northern India.
Urgen Tenzin, with the Dharmsala-based non-governmental organization,[link widoczny dla zalogowanych], the Tibetan Center for Human Rights and Democracy, says these accusations are baseless.
"They are blaming his holiness, the Dalai Lama,[link widoczny dla zalogowanych], for this demonstration, which is totally wrong," said Tenzin. "This is not true."
Tenzin says China is ruining its chance of negotiating in good faith with the Dalai Lama,[link widoczny dla zalogowanych], who wants autonomy for Tibet within China. Beijing accuses him of seeking independence.
Tenzin expressed doubts about the Chinese government's offer of leniency to demonstrators who turn themselves in or to people who inform on others, before Tuesday.
"And when they get all the information about the demonstrators, definitely they will use action against them, and I think the Tibetan people will suffer," added Tenzin.
A Chinese government spokesman refused to comment and referred questions to official Chinese media reports,[link widoczny dla zalogowanych].
Control of information is one important aspect of the story. International television news reports of the Lhasa unrest have been regularly cut off inside China, while blog postings that present views that differ from the official view are quickly removed from the Internet.
Xiao Qiang, director of the China Internet Project at the University of California at Berkeley, says the Chinese government does not want the world to see one of its weaknesses.
"This event,[link widoczny dla zalogowanych], if it tells us anything,[link widoczny dla zalogowanych], it tells us that the Chinese government is not [as] in control as they think they are or as they claim they are," said Xiao.
Meanwhile, leaders around the world have appealed for the Chinese government not to resort to violence in dealing with the demonstrators. And international human rights groups are calling for a United Nations fact-finding mission to assess the situation in Tibet.
The unrest and ensuing crackdown come at a particularly bad time for China, which is hoping to showcase unity when it hosts the Olympic games in August. The violence comes about two weeks before China's Olympic celebrations kick off,[link widoczny dla zalogowanych], with the start of a torch relay that includes Tibet on its itinerary.

North Korea showed visiting American nuclear scientist Siegfried Hecker a uranium enrichment facility containing hundreds of centrifuges,[link widoczny dla zalogowanych], the New York Times reported Sunday. Hecker, a Stanford professor who has led the Los Alamos National Laboratory, said he was "stunned" by the sophistication of the new plant, which contained "an ultra-modern control room" that oversaw what the North Koreans claimed were 2,000 centrifuges.
If North Korea has indeed succeeded in acquiring uranium enrichment technology,[link widoczny dla zalogowanych], the nuclear crisis would enter a completely new phase.
The plutonium-based nuclear weapons technology that North Korea has pursued until now needs testing and requires spent nuclear fuel rods as a key ingredient,[link widoczny dla zalogowanych], but the nuclear facility in Yongbyon is now too old to extract spent fuel rods, and the detonation of a nuclear device draws strong international sanctions. China is also unwilling to tolerate further nuclear tests by North Korea.
Instead, the North appears to have opted for a uranium-based program. Uranium-based nuclear weapons have greater explosive power and do not require testing before deployment. The uranium-based bomb that was dropped on Hiroshima in 1945 had not been tested. It is also easy to hide activities to enrich uranium since they can be done in small facilities with several centrifuges measuring 3 m in length and 20 cm in width.
Jack Pritchard, the president of the Korea Economic Institute in Washington and a former U.S. nuclear envoy,[link widoczny dla zalogowanych], was shown the building site of what the North said will be a light-water nuclear reactor at Yongbyon during his recent visit to the North. And since the late 1990s,[link widoczny dla zalogowanych], North Korea has been sneaking in centrifuges from Pakistan. The North appears to be trying to demonstrate that these facilities are for civilian use, not to make nuclear bombs.
The international community, including South Korea and the U.S.,[link widoczny dla zalogowanych], were unable to stop North Korea despite signs of its intention to acquire uranium enrichment technology and materials. The latest revelation shows another hole in U.S. and South Korean efforts to thwart the North's nuclear ambitions.
The U.S. government has immediately dispatched Stephen Bosworth,[link widoczny dla zalogowanych], the special representative for North Korea policy, to Seoul,[link widoczny dla zalogowanych], Tokyo and Beijing. This demonstrates the gravity of the situation. North Korea may only have shown its uranium enrichment facilities to U.S. officials in order to draw Washington back to the negotiating table, but what is clear is that it has not slowed the pace of its nuclear weapons program even while it was taking part in negotiations and pledging to abandon it. If North Korea gets its hands on the technology to enrich uranium to weapons grade, Kim Jong-il and his son Jong-un could threaten the region, and especially South Korea,[link widoczny dla zalogowanych], at any time.
That nightmare scenario must be prevented at all costs. South Korea and the U.S. must come up with concrete measures to get North Korea to give up its nuclear weapons and implement those steps, rather than constantly calling on the North to show "sincerity." And China,[link widoczny dla zalogowanych], which has been sitting on its hands,[link widoczny dla zalogowanych], must realize that all of Northeast Asia could become the victim of a nuclear catastrophe.

Seoul has recently made massive revisions to a North Korea contingency plan,[link widoczny dla zalogowanych]. A government source said on Wednesday previous contingency plans made during the Kim Dae-jung and Roh Moo-hyun administrations "did not envisage sending government officials to North Korea even if a sudden change occurs there for fear of provoking the North,[link widoczny dla zalogowanych]. But the latest plan envisions our administrative agencies playing active roles in stabilizing and developing the North Korean region,[link widoczny dla zalogowanych]."
The contingency plan envisages what the South Korean government would do administratively in an emergency in the North,[link widoczny dla zalogowanych], in contrast to a joint U.S.-South Korean military operation plan that also exists.
In an emergency,[link widoczny dla zalogowanych], "an administrative office... headed by the unification minister will be launched to bring the North under emergency rule,[link widoczny dla zalogowanych]," the source said.
The revision comes due to new realities since the last draft including North Korean leader Kim Jong-il's health problems,[link widoczny dla zalogowanych], struggles for the succession,[link widoczny dla zalogowanych], the North's nuclear tests, international sanctions,[link widoczny dla zalogowanych], and the North's imploding economy.
The Unification Ministry refuses to confirm the existence of such a contingency plan. But according to a 2008 government document obtained by the Chosun Ilbo,[link widoczny dla zalogowanych], it exists. At the time,[link widoczny dla zalogowanych], the government projected five kinds of emergency: Kim Jong-il's death; a power struggle and coup d'état; a popular uprising; mass defections; and sanctions and an attack from outside.
If the two Koreas enter a reunification process after a sudden change in the North,[link widoczny dla zalogowanych], a national unity committee will be established chaired by the South Korean president. The ministry and the National Intelligence Service have made revisions to the plan every year.

"Who could have possibly envisioned an election in Iraq at this point in history? And yet we are going to have an election," Mr. Bush says.

The data has led to criticism that Korea's education system is failing to rectify distorted views about sex that persist in society.
According to the 2009 report on crime issued Monday by the Legal Research and Training Institute, 2,[link widoczny dla zalogowanych],706 out of 13,[link widoczny dla zalogowanych],377 individuals indicted in 2008 on charges of sexual assault had at least a bachelor's degree.
People who had completed high school comprised the biggest group of sex offenders at 4,602 or 34.4 percent,[link widoczny dla zalogowanych], followed by middle school graduates (1,397 or 10.7 percent) and those who had only elementary school educations (779 individuals or 5.8 percent). The ratio of sex criminals with university degrees or higher levels of education has remained above 20 percent in recent years,[link widoczny dla zalogowanych], hovering between 21.6 percent (2001) and 24.5 percent (2003).
The statistics contrast with those for murder,[link widoczny dla zalogowanych], where most of the perpetrators had not finished high school. As of 2008,[link widoczny dla zalogowanych], those with university degrees accounted for only 13 percent of murderers,[link widoczny dla zalogowanych], 10.9 percent of thieves and 9.3 percent of arsonists.
Experts say that violent crime other than sexual assaults, can be traced to poverty or violence experienced in childhood by the assailants. But sex crimes are often caused by the perpetrator's distorted perceptions of sex. The won's continuing appreciation against the U.S. dollar is nearing a critical point for Korea's exporting businesses,[link widoczny dla zalogowanych], according to a report.

This is leading to the erosion of price competitiveness of Korean products in overseas market."
In the past,[link widoczny dla zalogowanych], companies absorbed the impact of the strong won by cutting back on corporate profits. But now they are reaching their limits and have little choice but to increase prices.
Between 1999 and 2003 when the dollar depreciated by 10 percent against the won,[link widoczny dla zalogowanych], Korea's carmakers were able to contain their export price increases by just one percent for compact cars and 0.1 percent for sedans.
But from 2002 to 2006 they raised compact export prices by five percent and sedans by three percent,[link widoczny dla zalogowanych], clearly showing that they are shifting the burden of the won.
In the machinery and equipment industry, export prices went up by 0.2 percent when the won strengthened by 10 percent against the greenback between 1999 and 2003. But exporters are now raising export prices by 0.6 percent to deal with the strong won. Textile exporters have also begun boosting prices,[link widoczny dla zalogowanych], from 0.4 percent to 0.6 percent.
According to the report,[link widoczny dla zalogowanych], Korean exporters have seen their profits shrink as their operating margins decreased from 8.26 percent in 2000 to 4.9 percent in 2006.

A mysterious intermittent failure of Global Positioning System receivers on naval and civilian craft in some parts of the west coastal region from Aug. 23-25 was "partly" caused by North Korea,[link widoczny dla zalogowanych], Defense Minister Kim Tae-young claimed Monday.
